It serves as a transitional chapter, deepening the world's rules and Rakka's sense of duty before subsequent episodes shift toward her search for meaningful work and more personal connections with her fellow Haibane. At episode three of thirteen, the series is still carefully laying its foundation — the mysteries hinted at here will carry significant weight as the season progresses into darker territory.
