EPISODE CONTEXT
Episode 9's 'Chain' expanded the suicide law crisis from a domestic Japanese issue to an international powder keg, and 'Decision' is the direct consequence—world leaders now forced into the same moral corner Seizaki has occupied for weeks. As episode 10 of 12, this is the deep breath before the series' final act, establishing the ideological battle lines that will define the remaining two episodes, beginning with Episode 11's ominously titled 'The Curtain Rises.'
