"Culture City of East Asia 2019 Toshima" centers on the annual Higashi Asia Buka Toshi event, a collaborative initiative between Japan, China, and Korea. Each year, a city or ward from each country is selected to spotlight its unique arts and culture. For 2019, Japan chose the Toshima ward of Tokyo. This designation prompts a wave of local activity, with Toshima residents and businesses encouraged to develop projects, logos, and public relations campaigns to create a comprehensive portfolio and boost tourism. To commemorate Toshima's selection, a rotoscoped short film was released, offering a glimpse of the ward's attractions through the eyes of a young girl.
